Q: What is a Business Improvement Area (BIA)?
A: A BIA is a nonprofit organization formed by local business and property owners within a designated area to collectively enhance and promote their downtown or commercial district. In Ontario, BIAs operate under the Municipal Act and are funded through a levy collected by the municipality from properties within the BIA boundary.

A business Improvement Area (BIA) is a creative “made-in-Ontario” initiative that empowers local entrepreneurs, property owners, and tenants to collaborate effectively.  With support from municipalities they can organize, finance, and implement physical improvements, all while fostering economic growth within their communities.  

Q: What is the purpose of the Downtown Renfrew BIA?
A: The Downtown Renfrew BIA (DRBIA) exists to improve the economic vitality and appeal of the downtown area. Its activities include marketing initiatives, hosting events, and advocating for local businesses.

The DRBIA is dedicated to revitalizing Downtown Renfrew and transforming it into a vibrant hub that attracts both locals and tourists. A: Funding comes from a special levy paid by commercial property owners within the BIA boundary. This levy is collected by the Town of Renfrew and allocated directly to the BIA to support its programs.

Q: What are some examples of BIA initiatives?
A: Typical initiatives include:

• Promotion of Downtown Renfrew, Tourism and Economic Development.

Q: What is the Downtown Renfrew BIA catchment area, and how was this area identified?

A: The process of identifying this expanded area was to reflect and be in accordance with the Town of Renfrew Official Plan Downtown Commercial land use designation. This designation reflects the planned extent of commercial activity within the downtown area, and aligns with Council’s vision for the development of the downtown. 

The Downtown Renfrew Business Improvement Area (DRBIA) is expanding its boundaries to include additional streets and properties within the aforementioned district. This expansion, approved by Town Council on November 28, 2023 aims to further support local businesses and property owners by promoting economic development and implementing physical improvements within the downtown core.  

The previous catchment area included one side of Argyle Street (East side) and Plaunt Street (West side) and Raglan Street down to Munroe Avenue. Also included were Prince Street, Renfrew Avenue, Duke Street and Patrick Street (from Raglan to Plaunt and Argyle). 

The new catchment area encompasses the remaining side of Argyle street (West side) and Plaunt street (East side), Extends Raglan Street to the Bridge, and includes Lochiel and Lisgar Street.

Q: How was the proposed BIA expansion communicated to businesses in the new catchment area, and did they have an opportunity to express their opinions? 

A: Property owners within the proposed expansion area were mailed this information on October 9, 2024, with an opportunity to submit written objections to the Town Clerk by December 8, 2024. This period allowed for community feedback and ensured that stakeholders could express any concerns regarding the expansion. 

Feedback from the correspondence was overwhelmingly positive, with only 2 businesses in the proposed BIA catchment area objecting to the boundary change (less than one-third).
